Results of CMBA Annual Survey of Area Cities re: Fees and Regulatory Changes for 2025
Some small fee increases, and consideration of minor changes to spur more home building
SAUK RAPIDS – (SAC/WAC/TAC increases) For 2025: WAC/SAC will go up a little. Maybe trunk (TAC) as well. No zoning or regulatory changes pending, although the City just enacted an interim moratorium on rental permits intended to halt conversion of existing homes into rentals. The City plans to act on a new ordinance governing home rental conversions early in 2025. (Todd Schultz – Sauk Rapids Development Director)
SAINT CLOUD – (SAC/WAC/TAC phased-in increases on MF only) Other than the three-year phased-in of major SAC/WAC and TAC increases for multi-family developments (passed in 2023), the city does not plan any other development/building related fee increases for 2025. The city is looking at ordinance changes (i.e., reducing off-street parking requirements, and allowing greater density in residential building) to help spur more housing development. SARTELL – (No fee increases; potential fee decreases) We do not have any changes being proposed for ordinance amendments on our radar. We did a comprehensive review and update to all our city ordinances in 2024. The only changes as of now for zoning would be driven by needing to align with federal and state requirements. As for the fee schedule, we will re-evaluate on an annual basis as we typically do . . . later this fall. No fee increases [anticipated], and potentially we would restructure how fees are calculated which would most likely result in lower permit fees. We are also in the process of a utility fee study which is not completed as of now, but when that study is finalized, I can forward you the results. (Kari Haakenson – Sartell Project Supervisor)
WAITE PARK – (No fee increases) [We are] not proposing any changes to building/development related fees for 2025. We will soon be starting the process of updating zoning ordinances, and with that there is likely to be some consideration given to allow for and encourage housing variety and options, such as reducing lot area minimums for single-family residential and perhaps looking at ways to foster row-home or smaller multi-family buildings at 8-12 unit scale in additional areas. ST. AUGUSTA – (No fee increases) St. Augusta is not planning any development or building fee increases, and no regulatory changes. (Bill McCabe - St. Augusta City Administrator)
